Er... No. In a 4x4 image changing 4 pixels makes it 1/4 new. You mean a 16 pixel image.
For a 16x16 image you need 64 new pixels.
But speaking of 4x4 pixel images, I have been working on a few texture packs for Minecraft. I keep seeing the "HD" packs that bring it up to 32x32, 64x64, and maybe even 128x128. So I said "screw that, I don't need more pixels, I need less!"
And now I'm going to work on everything down from there: 8x8, 4x4, 2x2, 1x1. Yes... 1x1. In fact, that one is mostly done. It's surprisingly hard to choose colors that show what the block type is and yet are still one solid color. But also surprisingly, it doesn't look all that bad. How weird is that? The blocks still remaining are mostly the new ones that aren't just a complete block like the cauldron, crafting table and potion stand. And I will probably ignore mobs, armor, etc. Just blocks, particles, and environment.
Also, Halo Theme Mjolnir Mix. Hells yeah.
