Sure! For your gametypes, set it to use generic weapon spawns on default/classic weapons. For timing, as of SAPP 9.7, there is the command disable_timer_offsets. I'm not sure if any of the servers have a CD key restrictions, but chances are SAPP ones don't. Technically they do, but only to detect if a key doesn't match the hash (which may mean that the client is trying to steal someone's hash).
