You have to put another actv in there, not a bipd. Get one from b30, change its biped if needed, and then put the actv in the vehicle.

You can spawn a biped inside a vehicle using one of its actv tag. (they're for AIs)
Just import an actv tag from b30 and swap it into the vehicle's nulled out actv slots. (you can edit the actv so that it uses the bipd/weap of your choice)

Fart guns would've been the backbone of this mod. I suggested that all weapons had at least one farting variant, but meh. It might get redundant after a while.
