Since poison and sickness were implemented... They are also the ones that generate natural cobwebs. You thought the map generator put those there? Lawl.

They will be added in Beta 1.8 and be generated in Abandoned Mine Shafts.

Seeing as the spider webs are there before people get close enough for monsters to start spawning... I'd say the map generates them. Just in areas around blue spider spawns.

Well, from what I remember from PAX, Notch was saying the Spiders created the cobwebs (while showing the spiders and their poison effect). I suppose for now generating them is preferable.

The was the original plan for spider mobs. And near the spawner, the webs are found in large amounts. There are webs in places with no spider spawners near by. And my main point of all this, seeing as the map generator puts the spawner there, and the cobwebs surround it I would still say the map generator put them there.
