How do you choose the reload sound?

You can find the reload sounds listed in the effects.xml file in the Sound folder.

I mean select one (make it the one X gun will use). How do you also mod the reload times?

The reload sounds are hard coded by weapon type for the game. This means that the same weapon type will use the same reload sound. Even though there are reload sounds in the Sound folder, most are not used.
The most you could do is rename of the reload sound files that you know is used to some other sound file.
