Gimp.. Plzz help

Ok, so I DL the .dds plugin for gimp, which I also just DL'd. So I have no idea how to use it.
Now, I have this plugin folder filled with all sorts of files. All I have done so far is Download > unzip > Now what?
I hear a lot about 'building' plugins, but I really have no clue, so can someone help?

I would consider it necessary, because there are no tutorials that make any sense to me. So I figured I would ask
