GIMP is probably the most powerful free image editor there is. X11 can be glitchy to work with (what window has focus is the biggest irritant). LiveQuartz looks like it can do most everything you'd want to be able to as well. Everything else is going to be less powerful (Paintbrush, Pixen, Seashore). There's always photoshop if you can afford the license.

I prefer and recommend Photoshop. It's very powerful, albeit expensive.
As for free programs, GIMP is probably the best you can get.

Well... not quite.
Seashore wrote:Seashore is an open source image editor for Mac OS X's Cocoa framework. It features gradients, textures and anti-aliasing for both text and brush strokes. It supports multiple layers and alpha channel editing. It is based around the GIMP's technology and uses the same native file format.
However, unlike the GIMP, Seashore only aims to serve the basic image editing needs of most computer users, not to provide a replacement for professional image editing products. Seashore was created by Mark Pazolli who led the project until the end of 2009.

And yes, GIMP is about the best free image editing software out there. For Halo bitmaps, its features are more than adequate.

You could use GIMP, photoshop, etc. Maybe you should ask some people such as Capwn for advice.
Oh, yeah, thats right....
