Scripting, the engine doesn't allow that kind of specifications without scripting.

set the vehicle hit enviroment jpt! damage to 0.001 man and max, then set the force high.
however this will fuck all vehicles you use.

aha! not necessarily. you can go to the dropship, d-swapper and swap the vehicle hit environment tag with another damage tag that you do not use, such as needler? Then edit the needler jpt! tag, this way you won't fuck up the other vehicles.

i made one with hydrolics once.
i do know of a way for vehicles to dispense the AI as soon a it hits the ground.

It's called spawn a weapon that has the trigger pressed when dropped that shoots scorpions that are upside down and have AIs in the seats. Roughly. There's some other stuff that I forgot.

Hmm ... I could duplicate the scorpion, null the mod2, make the center of weight z 1, then make the projectile spawn high in the sky and set it to auto-fire. I could use the FRG or Rocket Launcher. Probably rocket launcher cuz it's overused.
