aha! not necessarily. you can go to the dropship, d-swapper and swap the vehicle hit environment tag with another damage tag that you do not use, such as needler? It's called spawn a weapon that has the trigger pressed when dropped that shoots scorpions that are upside down and have AIs in the seats. Roughly. There's some other stuff that I forgot.

Hmm ... I could duplicate the scorpion, null the mod2, make the center of weight z 1, then make the projectile spawn high in the sky and set it to auto-fire. I could use the FRG or Rocket Launcher.
