I've also observed this effect on AI spawned on top (not in) vehicles. (I believe that means that it's not possible to spawn AIs in a Scarab and have them defend it, but I haven't tried.)
Does anyone know any SP levels where a part of ground where AIs walk on is made from scenery?

AIs probably see the ground made of Scen as Scen and not ground. They don't actually know they can walk around on it.

I wonder if this is related to the bipd tag, or if it's the actr tag.

there is a bitmask that says "pathfinding ignores obstacles". that might work. think it's in the actv tag.
