I've played many times on maps where modders have altered the boundaries of the map.
Example players will be up on top of the cliffs sniping the other team.
Is there a way to alter that in eschaton and put teleporters to get up to the cliffs?

It is, but the amount of geometry available "outside" the map is relatively small. I've always found it's not really worth the work. However, if you'd still like to gain access, all you need to do is use SwordEdit to move teleporter exits up to the cliffs, and teleporter entrances in the main canyon.

What Moxus said is right, but I'd like to add that in SwordEdit, the entrances and exits appear as cyan and yellow rectangles. Click on one and look at the bottom right of the window to see the item's name (when not under the Render tab).
It doesn't matter where you put the teleporter entrance, so long as it is accessible. See my Teleporter Paradise mod for ideas if you like. There are several usable cliffs around the edges of the map.
Also, if you really want, I can make you a non-CSS version of the map (people will need the mod to join) that has a different BSP with more walkable areas around the map, and optionally a higher map ceiling than the current limit.
