You could try modifying the reflection properties in a shader environment tag if you want to add more luster, even adding dynamic mirrors, though I'm unsure how dynamic since I've yet to test these functions. You can find this in Sparky's plugins.
Not better. Just glossier. 'Better' is subjective here. Also you contradict yourself by saying "if you have ever played halo pc you would know" and link to a video of a third party download.
And you should clarify what modification you applied, since you were the one that came here asking for suggestions in the first place, and since this is a modding forum.
I do play on PC, that's not how the specular levels look at all.
What's shown here has been ridiculously overdone beyond any sense of realism. And it just looks bad, mostly because it doesn't contrast well, with anything.

I think it would maybe work better for some maps (Damnation) but some maps aren't meant to be shiny and reflective (Longest, Wizard in my opinion). The shininess is a little over the top and could distract from the gameplay

I don't see how you could get shinier than pixel/vertex shaders
