Back on topic: It's not actually that hard for someone who is experienced, but it still needs a lot of work. You might want to try asking Sparky, since he has his own CE now, if I remembered correctly.

There is a needle rifle in the INCY - the weapon exists as a CE-made weapon already. There is also my Chaos Needler in the Weapons Evolved mod (mods.halodemo.net) that uses the Assault Rifle. If the CE weapon model doesn't suit your needs, tell me what kind of model you want in a PM.
