A Sneaky Mod

Is it possible if someone would make a mod where its dark enough so you can just see the other side and everyone starts off with snipers and everything else is sniper ammo? It would be basically the mod where you start out with a sniper, and the rest of the weapons and vehicles would be replaced by sniper ammo except it would be darker and a bit harder to see.
