I experimented with that in Weapons Evolved, and lowered the brightness of the nightvision to make it more suitable for the daytime environment - and also made it a nice hue of yellow; it does look good.

Key word being "dark" you can see in the dark, the night vision is for looking into the dark, not from the dark, and it works fine (for me) when I look from light areas to dark, so unless I'm missing something? I still don't see the point -.-

the night vision was too bright for those dark areas. I made it more suitable for use in both dark areas AND light areas, so the light areas weren't so washed out in white that night vision was a nuisance.

But I still don't understand, why do you need it in the light?

It's meant for the dark areas.
For example, a guy is hiding in the dark corner with camo, so nobody can see him at all. Switch on your nightvision and you can target him in the bright and dark environments, effectively neutralizing both environments. Normally, nightvision is washed out in all but the darkest areas, so you need to toggle it as a player runs between the areas of contrast. By turning down the brightness of the nightvision, you make it useable for the entire map.
