You mean only the X and Z axis. In a 3D plane, XY would allow you to move anywhere but up and down.

Its debatable. I have seen it both ways on different 3D programs. Sometimes Y is up, sometimes Z is up.

Not really, in any 3D plane Z will always be up. Depending on cam position, it my look like Y or X is up and down, but it's not. It's a scientific standard.
