It's worth investigating whether this is an engine limitation. However, with an effect and series of jpt! 's with various damage values, you could intersperse full healing with being damaged slightly less each time, so it looks like ... well, it will look kind of crazy going back and forth between full health and damaged state, but if done quickly enough...

It may also be worth looking into the "IG-Brainz" application for Halo PC. That also offers the ability to make players regenerate health when damaged. I speculate that this method is done more by way of scripts than by tags, but that is just a hunch. Perhaps it could be related to when the Chief's health goes from one bar to full during the first act of the game whilst in the cryo-pod? Could merit some investigation...

Shadow, in Halo Full's maps, I think Bungie favored using scripts whenever they could, especially during cinematics (although I vaguely remember some exceptions to this, but consider the b30 falling box, which could have just as easily been given the physics of a vehicle so that it would fall all on its own without scripting).
In the case of third-party applications, that would be just like a The Cheat memory mod to the players' shields, I think.
