Racist people mod

Ok when I was hosting a game that had all CSS tanks (that for some reason had lag at 300, but when I asked if there was lag everyone said it was fine.) So some people started to join then 2 people started making racist comments about someones name and then after about 3 minutes of just hearing " Dude you are such a !@#$^*" and no gameplay what so ever I decided to do something about it. You know what I did I reset the game like 4 times in a row then quit and banned those peole . So my main question was is there a way to mod the game so that people cant say certian words. Cause in the full version I saw a game where there was this mod where if you where to say nOOb you froze not being able to move is this possible in the demo?

If it can be done in full it probably can be done in demo but finding out how is the tricky part. I think it would be neat too.
