There's a very good reason. scnr tags are very special. Simllar to BSPs they are essential to the map and are referenced by more than other tags. Just importing a new one and deleting the old one doesn't handle everything.

Ok then but could you delete the SCNR and everything else to make room for tags. so its easier to make an incyclopedia style mod of your fav tags?

The problem there is that Eschaton, and other map editing applications in the works, read the SCNR during map loading to get things like SBSP offset, size, etc. So removing the SCNR would kill these map editors.
Although I guess you could fix that, but it's still very odd to have a map without an SCNR; the SCNR is the base tag HEK uses to create a map, you can't have a map without an SCNR in HEK.

Yeah but the SCNR isn't referenced by anything so it won't kill the tags it just won't have anything in it.
Or make a map with only the SCNR and then import so there is only one tag before the import.

False. Just because a tag doesn't reference it doesn't mean it's not explicitly referenced somewhere within the map. Also without a scnr there's no way of storing information on where the BSP is or it's magic value. If all you want is a collection of tags then why not a tag pack instead?

This might be old but I don't know how to extract and import tags with eschaton :(

Can someone help me or send me a tut file???

First:
RESIZE YOUR FRIGGIN SIGNATURE

Second:
Open a map in Eschaton, say, Blood Gulch.

Third:
Find the tag you want to export. (I'll use the Warthog as an example)

Fourth:
Go to the vehi tags, and select the warthog.

Fifth:
On the header bar (the white bar at the top part of your screen thing) click Map, and "Recursively Extract Tag". (NOT EXTERNAL)

Sixth:
Find the map you want to import the warthog into. At the header bar, click "Open" -> "Open and Expand".

Seventh:
Once your map is opened, it should be under "Maps" in the left side of the Eschaton window. Select the map.

Eighth:
Then in the right side of the Eschaton window, Tag Import should be showing. Tick the Warthog, and click "Internalize".

Ninth:
Click "Rebuild Map". Name it whatever you want, save it where you want.

Tenth:
The tag's in! Just swap it with something and there you have it.

Problem: When I rename the sbsp tag, the game crashes when loading the map.

For SBSP renaming there might be some specials cases why it doesn't work. What were you changing the name to? What do you mean by used tags?

yeah, referenced tags, any tags already referenced.

I tried changing some itmc tags and the map crashed. Maybe the fact that I was using capital letters in the tag names mattered?

I'm not having these issues. Renaming SBSPs and ITMCs works just fine. I also tried renaming said tags in one rebuild, then renamed them in separate rebuilds. Nothing; everything's working.

For some reason, any further rebuilding of the weap collab mod ruins the map. I'm not sure why this happens.
