this is probably CE
try changing the camera height for the spartan bipd
make the banshee invisible and disable the hud (plz expain for me i dont remember the tags) then fly around

I have played a mod where you played as 343 Guilty Spark and you could fly around the map freely.

Isn't there a sky cam hack? I've never used it so I don't know fully what it does, but I believe it gives you an aerial view at the very least.

I find Teh Pillar of Autumn's solution the Easiest one. The only thing I don't know about that is throwing the HUD away.

this is probably unrelated, because i was too lazy to see the video, but you can set crouching camera height to a high number in the bipd tag and the camera will go up to the sky when you crouch. so will your gun ejection point, so you can shoot from above where the camera is. ie, try my periscope mod.

That'd probably be useful for him, but what the movie is of a camera that can go up and down openly, not having two intervals to jump between.

Go to biped>cyborg>Bitmasks>more flags> and select flying, try that.
