Looks To Be A Theme. There Are Many Programs That Do This Sort Of Thing. For 10.4 There Is Shapeshifter And 10.5 Candybar (Both Cost Money).
There Are Some Free Programs That Do This But Are Hard To Find.

iTunes and Finder windows are themes. All the stuff on the desktop (Time, names, temperature) are from Geektool.
