The weapon has 2 projectiles, not 2 weapons, thus, a weapon with primary and secondary fire.

Yep, sugar's right. A vehicle can only have one 1 weapon with multiple triggers, but not multiple weapons. You also can't have different seats use different weapons (Eg. Driver using main cannon + gunner using turret won't work). So no, it's not multiple weapons.
