make a transparent, white, circle and pull it only a bit over and cut the most of it out

i made a rectangular selection, then warped the shape, then filled with a gradient, and lowered the opacity.

and yeah, there wasnt many ideas that came into my head for that

but if you notice, theres a faint flag in the background

Want to know the easy way? If you haz Photoshop, select the layer, right click it (in the layer palette) go to blending options, stroke. >_>

Oh wait, are you talking bout that glossy thing?

Go circle marquee, construct the glossy thing with the lower part of the circle, fill it with white, lower the opacity.
